HELB has been completing loan allocations for eligible applicants and communicating awards through the student portal, while universities update fee statements to show the government support attached to each account. HELB CEO Geoffrey Monari has confirmed that upkeep disbursement for eligible students has been underway, with tuition remittances tied to the monthly payment cycle. Students who have not yet applied should use the HEF channel rather than assume a flat award will appear automatically.

The funding envelope and the gap
The scale of pressure on the system matters for how students read their statements. HELB’s overall funding allocation for 2026/2027 is about Sh56.7 billion, against a reported requirement of about Sh114 billion — leaving a gap near Sh57 billion. Monari has indicated a disbursement projection around 65 per cent of requirement. Separately, government scholarships administered through the Universities Fund amount to about Sh30.1 billion, with a projected 608,879 scholarship beneficiaries across the financial year. About 202,133 students were placed in public universities, and by 20 August roughly 159,551 had completed HEF applications. Those FY-wide scholarship projections should not be confused with the smaller set of students whose individual 2026/27 awards had already been processed by early September.

HELB has previously communicated that loan and scholarship application windows can remain open after the first allocation cut — for example after the 3 September cut for early awards, with a later close cited around 21 September in university notices — so confirm the live deadline on the portal rather than assuming you missed every chance. Universities have also been urged to use institutional portals for reconciliation and to report discrepancies; students should raise mismatches with the finance office with screenshots attached.
