TSC AI Training and TPAD Review (Bids Close 12 October 2026): What Teachers and Bidders Should Do

The Teachers Service Commission (TSC) has invited experts to train teachers on artificial intelligence (AI) and a provider to review its TPAD online appraisal system, with responses due by 10 a.m. on Monday 12 October 2026. Teachers do not apply for this. The practical move now is to keep your TPAD evidence current and try the free AI course already on T-Learn, while trainers and firms follow TSC’s sealed-envelope bid rules.

What this means. This is a procurement notice, not a training timetable. TSC is looking for people to design and deliver AI training under the Competency-Based Education (CBE) system, and for a team to review, develop and maintain TPAD. The notices published so far give no training dates, no list of teachers to be trained and no new TPAD rules, so your appraisal duties this term do not change.

What TSC has advertised

The AI call and the TPAD tender are reported to close at 10 a.m. on Monday 12 October 2026, and each tender carries its own closing date, so check it on the tender document.

Three calls from TSC; the AI call and TPAD tender close at 10 a.m. on 12 October 2026.

  • AI training — TSC wants experts in digital capacity building, pedagogical innovation and AI applications (reference TSC/EOI/01/2026-2027). Content is to include data ethics, practical AI tools for CBE and how to manage risks such as mental overload, biased outputs and copied work.
  • TPAD review — a provider to review, develop, deploy and maintain the online Teacher Performance Appraisal and Development system (reference TSC/T/KPEEL/01/2026-2027).
  • English support — a consultancy to deliver a school-based teacher support system for English content and teaching methods.
  • How to bid — tender documents are free from the TSC website, the Public Procurement Information Portal, or the supply chain division at TSC House, Upper Hill. Put the bid in a plain sealed envelope marked with the tender number and description, addressed to the TSC Secretary, and deliver it to Upper Hill or post it to Private Bag, 00100, Nairobi, so it is received on or before the closing date.

What teachers can do now with TPAD and T-Learn

You do not need to wait for any tender to build your skills or tidy your appraisal file.

Use what is live now: the T-Learn AI course and your TPAD evidence.

  • TPAD — the current system handles online submission of professional documents, lesson observations, professional gaps, development activities and appraisal evidence. Keep uploading as normal and keep your own copies.
  • T-Learn — the platform at tlearn.tsc.go.ke already lists “ICT Integration and Use of Artificial Intelligence (AI) in Teaching and Learning”. It describes its courses as free, usable on a phone, and earning CPD points and digital certificates.
  • Classroom use — treat AI as a drafting aid for lesson plans, data summaries and routine admin. You stay responsible for accuracy, so check outputs for errors and bias, and teach learners not to submit copied work as their own.
  • Heads of institution — plan a short staff session around the T-Learn course and keep a simple attendance and completion record.

What this is not. It is not an order that every teacher must attend AI training. It is not a new appraisal tool already live: TPAD stays as it is until TSC announces otherwise. It is not about promotions, transfers or deployment, and it is not a job advert for teachers.

This week’s checklist

This week: check TPAD, enrol in the T-Learn course, save evidence, and confirm on official TSC channels.

  • Log in to your TSC online account and confirm TPAD opens.
  • Open tlearn.tsc.go.ke and enrol in the AI course.
  • Save lesson observation records, gap notes and development evidence in one folder.
  • Bidders: download the tender documents, write the tender number on the envelope and deliver before the closing time.
  • Confirm any training date, fee or attendance requirement only on TSC’s website or official notices.
  • Keep this file separate from your TSC number and login details, and never share passwords or one-time codes.
  • Refuse anyone selling “AI certificates”, paid slots on a training list or TPAD shortcuts. T-Learn is free, and no attendance list has been published.

Next step. Today, log in to TPAD and T-Learn, enrol in the AI course and save your appraisal evidence. If you plan to bid, download the tender documents and finish the sealed envelope before 10 a.m. on Monday 12 October 2026.
